The Defense Procurement Agency (DPA) of Ukraine’s Ministry of Defense announced on October 7, 2026, that it has successfully contracted the annual requirement for specialized active tactical headsets for the Armed Forces of Ukraine. In total, Ukrainian military personnel will receive 40,000 units of this advanced equipment, manufactured to stringent NATO standards, by the end of 2026.

Additionally, a separate batch of 700 units has been contracted for the State Special Transport Service (DSST), with these already en route to troops. Another 500 units are currently in the final stages of procurement agreements.

Dual Role: Safety and Communication

The systematic procurement of tactical headsets meeting North Atlantic Alliance standards was first initiated in 2025. At that time, the Ministry of Defense’s specialists developed a new technical specification that significantly raised the bar for product reliability, durability, and ergonomics.

Artem Romanyukov, acting director of the Defense Procurement Agency, emphasized the critical role of these headsets in individual soldier protection.

“Tactical headsets are a piece of equipment directly impacting a soldier’s safety during mission execution. This isn’t just about hearing protection; it’s about the ability to operate effectively in combat conditions. Therefore, it’s crucial that such equipment is high-quality and reliable.”

The primary operational function of active headsets is to block and dampen sudden, dangerous acoustic impulses, such as artillery fire, mine explosions, and munition detonations. Simultaneously, they amplify quieter sounds, including commander’s orders, enemy footsteps, and faint radio communication signals.

NATO Standards and Rigorous Testing: MIL-STD-810H and MIL-STD-461G

According to the approved technical specifications, all contracted headsets undergo laboratory testing to ensure compliance with international military regulations.

Key parameters of the technical specification include:

  • Noise Reduction Rating (SNR): A minimum of 28 dB, which guarantees protection of the soldier’s eardrums from acoustic trauma and concussions.
  • MIL-STD-810H Durability Standard: Confirms the equipment’s resilience to harsh operating conditions, including extreme temperature fluctuations (from -20°C to +50°C), prolonged high humidity, vibrations, and impact forces.
  • MIL-STD-461G Electromagnetic Compatibility: Ensures that the headset’s electronics do not create radio interference for portable radios, personal trackers, or communication systems, and will function reliably under the influence of friendly electronic warfare.
  • Fire Safety and Helmet Compatibility: The materials used in the housing and earcups are non-flammable. The headband and mounting system are designed for comfortable wear with ballistic helmets of any configuration (High Cut, MID Cut).

Field Durability and Power Efficiency

Beyond protective features, the design prioritizes the longevity of the power supply during extended independent missions. The headsets are equipped with ergonomic volume control buttons that are easy to operate even with tactical gloves, and an innovative automatic power-saving system that deactivates the device after a period of inactivity or absence of active sound impulses.

The tender process through the DPA has ensured transparent pricing and the engagement of leading equipment manufacturers, mitigating the risk of counterfeit supplies.

Comparative Specification Matrix: Tactical Headsets

The following table compares standard civilian earplugs/headsets with the NATO-standard models contracted by the DPA.

Technical Parameter Standard Civilian Protection Contracted DPA Headsets (NATO Standard)
Noise Reduction Level (SNR) 15–20 dB (Insufficient for ballistic protection) Minimum 28 dB (Explosion protection)
Military Certification Absent MIL-STD-810H (Climate, mechanical, vibration)
Electromagnetic Compatibility Not tested (Can interfere with radios) MIL-STD-461G (Full compatibility with radios)
Temperature Range 0°C to +30°C -20°C to +50°C + non-flammable materials
Helmet Compatibility May interfere with helmet fit Full compatibility with ballistic helmets

HiTech Expert Take

Equipping 40,000 soldiers with NATO-standard active headsets represents a significant step in the systematic upgrade of the Ukrainian Defense Forces to the highest standards of personnel safety and health preservation. In environments with intense artillery fire, hearing protection is as critical as body armor or ballistic helmets, as maintaining situational awareness and the ability to receive radio commands directly impacts unit command and control during combat engagement.

The integration of transparent procurement procedures through the DPA, alongside reforms to involve developers in building underground defense capabilities and procuring amphibious Unmanned Surface Vessels (USVs) via Brave1, demonstrates the formation of a modern army where advanced technology and human well-being are central governmental priorities.
