Lifecell, Vodafone and Kyivstar increase profits during the war

The National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCEC) reports on the state of the industry and its work in 2023.

The Report covers all areas of the NCEC’s activities and results of the electronic communications, radio frequency spectrum and postal services industries, and includes data based on the analysis of reports from about 3,600 service providers from more than 4,000 providers of electronic communications networks and services and more than 200 postal operators.

Key communication indicators

Status, trends and key indicators of the electronic communications and postal services markets:

  • In 2023, total revenues from communication services amounted to UAH 130.5 billion, of which revenues from electronic communication services amounted to UAH 97.3 billion, up almost 17% compared to 2022.
  • The number of active mobile network identification cards as of December 31, 2023 amounted to 50.3 million units, which is 1 million units more than as of the end of 2022, but 5.6 million units less than as of the end of 2021.
  • As of December 31, 2023, the total number of active mobile network identification cards used to access the Internet reached 36.9 million, which is 4.2% more than in the same period last year
  • Capital investments in the electronic communications sector amounted to UAH 19 billion in 2023, or 50% more than in 2022.
  • Revenues from fixed-line Internet access services amounted to UAH 21 billion in 2023, up 33% from 2022.

Achievements on the way to the EU

Important achievements of the Regulator in 2023 included:

  • Harmonization of legislation with EU law, development and adoption of 29 regulatory acts for the practical implementation of the Law on Electronic Communications and the Law on NCEC.
  • Developing and implementing an efficient operator model (LRIC).
  • Implementation of practical steps towards Ukraine’s accession to the EU’s single roaming area – “Roaming at Home”.

In addition, the NCEC monitored the quality of electronic communication services on mobile operators’ networks, namely, 2 detours of 1188 settlements in 19 regions of Ukraine (with a population of 2 to 10 thousand) and 26 international highways of Ukraine.
