Hong Kong’s Transport Department has officially released the application requirements for ride-hailing service licenses, setting a deadline of October 30th for interested companies. Companies looking to secure one of these coveted licenses must meet a stringent set of criteria. First and foremost, applicants must be registered in Hong Kong and maintain a physical administrative office within the territory. This ensures a local presence and accountability for service providers.
To demonstrate operational capability, applicants need to prove a track record of legal operation in cities with populations exceeding 7.5 million. Furthermore, they must have experience in at least two cities offering ride-hailing services, handling an average of over 100,000 orders daily across these locations. Financial Muscle Required
The financial prerequisites are equally demanding. Applicants must submit financial reports for the past three years, showcasing a minimum capital of HK$50 million (approximately RMB 42.97 million). In addition to this capital, a substantial bank deposit of at least HK$30 million (approximately RMB 25.78 million) and a credit line of HK$30 million are mandatory. These financial safeguards are likely intended to ensure the stability and reliability of the licensed services.
License Details and Fees
The first batch of licenses will have a validity period of up to five years. The annual fee for each license has been set at HK$1.2 million (approximately RMB 1.03 million), a considerable investment that reflects the premium nature of operating a licensed ride-hailing service in Hong Kong.

Major players in the ride-hailing sector have expressed their readiness to comply with the new regulations. Didi Chuxing’s Hong Kong division welcomed the announcement, stating they will submit their application promptly through the prescribed channels. Didi has also highlighted its preparatory work on driver support measures, including partnerships with vocational training institutions for exclusive course discounts.
