The IT sector remains the largest exporter of services in Ukraine. The industry’s share is 38% in the structure of service exports. But volumes have been falling since 2023, as has the share of IT in the GDP structure.

These are the findings of the annual IT research in Ukraine – IT Research Ukraine 2024 by Lviv IT Cluster.

Key indicators of the IT market

  1. The IT sector is still the largest exporter of services in Ukraine. The industry’s share is 38% in the structure of service exports. But volumes have been falling since 2023, as has the share of IT in GDP.
  2. There are 2,118 officially operating IT companies. 47% are outsourcing, 3% are outstaffing, 31% are product companies, and the rest are mixed.
  3. 53.1% of IT professionals are positive about Diia.City, 16.7% are indifferent, and 16% are neutral.
  4. Ukrainian tech companies continue to open new offices, but more often abroad. Poland is the most popular choice for a new location. 6% of CEOs plan to close their office in Ukraine.
  5. 97% of companies financially support projects that bring victory closer. 67.6% have mobilized specialists on staff.
  6. The number of IT specialists decreased by 1.6%.
  7. Graduates of non-technical specialties are more likely to become IT specialists. In 2023, the share of such was 35.6%, and this year it is 39.2%.
  8. The average age of the industry is 26-35 years.

IT sector as a driver of the economy

In fact, Ukraine’s IT sector remains a key driver of the economy despite the challenges of the war, says Deputy Prime Minister Mykhailo Fedorov.

“We have always worked to simplify the conditions for the sector in Ukraine. Now, the goal of the Ministry of Digital Transformation is to build the most convenient state for citizens and tech businesses.”

According to him, more than half of IT professionals positively assess the impact of Diia.City, and their share increased by 10% in 2024.

“As part of Diia.City, we create favorable conditions for companies to stay in Ukraine and develop their business on favorable terms,” Fedorov said.
