The Ministry of Digital Transformation has published the results of the Unified State Electronic System in the field of construction for 3 months of 2024. The system creates and stores documents that record the characteristics and condition of objects at different stages of construction.
“This area has always been considered one of the most corrupt, but digitalization has changed the rules of the game,” says Deputy Prime Minister of Ukraine Mykhailo Fedorov.
Taming corruption
People used to be unable to get building permits for years – paper documents were lost, forged, or delayed in order to get bribes. In 2020, digitalization began. First, a special registry was created and the Unified State Electronic System in the field of construction was established. Then the team launched 13 construction services and the My Construction account on the Diia portal.
Since then, all processes have been online. The system logs every step, and any attempts at fraud are immediately detected and blocked. Online construction services have already brought the state UAH 11.2 billion in anti-corruption benefits.
In three months, 7.6 thousand users have joined the e-system. These are architects, design engineers, employees of architectural and construction control bodies and other representatives of the construction community. During this time, they received 13.3 thousand services on the Diia portal in a few clicks. Last year, it was 8.5 thousand in the same period. The 36% increase demonstrates the significant demand for online services in the construction sector.
Results for the 1st quarter
Thanks to the system, Ukrainians have already registered in 3 months:
- 180+ thousand data on the technical inventory of the facility;
- 33+ thousand permits to start construction work;
- 8.1+ thousand construction passports;
- 6+ thousand project documentation of facilities;
- 4+ thousand documents on urban planning conditions and restrictions.
The system is available for everyone
The portal is also available for journalists, civic activists, and ordinary citizens who want to find information about a specific construction project or development plans in their cities.
A unified state electronic system in the construction sector is the key to global construction reform. We are digitalizing the sector so that Ukrainians can continue to receive services conveniently, transparently and without bribes.
