The German government has allocated additional funds to support telecommunications companies in the de-occupied territories of Ukraine under the ReACT4UA/EU4Business international cooperation program.

70 Ukrainian telecommunications companies can receive up to €10,000 to restore the Internet in the de-occupied territories. This will enable Ukrainians to return to their liberated homes, study, work and communicate with their loved ones online.

“For 20 months now, Russia has been trying to keep Ukraine completely offline. The enemy has destroyed a quarter of all Internet networks, and more than 90 providers are on the verge of bankruptcy due to significant losses,” said Deputy Prime Minister Mykhailo Fedorov.

According to him, one of the main tasks of the Ministry of Digital Transformation is to create conditions and find opportunities to support the telecom market and speed up the restoration of the Internet.

Who can receive a grant

Telecommunications companies operating in Kyiv (excluding Kyiv), Chernihiv, Sumy, Kharkiv, Donetsk, Kherson, Zaporizhzhia, Mykolaiv and Luhansk regions.

Grant funds can be spent on:

  • equipment and materials;
  • payment of electricity bills;
  • rent;
  • payments required to maintain the networks;
  • employee salaries.

“It is necessary to support broadband operators so that they stay in business and can restore Internet connections for citizens, businesses and authorities in the de-occupied territories of Ukraine. Non-repayable financial assistance (grants) to Ukrainian telecommunications service providers in the de-occupied territories is provided under the international cooperation program ReACT4UA (Resilience/Recovery Accession – Competitiveness – Trade) / EU4Business: SME Recovery, Competitiveness and Internationalization, initiated by the European Union and the German government.

German grants

The grants were made possible by additional funding from the German government. The program is aimed at supporting Ukraine’s economic sustainability, recovery and growth, creating the best conditions for the development of Ukrainian small and medium-sized enterprises (SMEs), and supporting innovation and exports.

The strategic implementer of the program is the German federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The implementing partner is the NGO Better Regulation Delivery Office (BRDO). Information support is provided by the Ministry of Digital Transformation of Ukraine.
