The European Commission officially recognized Ukraine’s progress in digital transformation in its annual report. Chapter 10 “Digital Transformation and Media” was among the top three with the highest progress scores, emphasizing our determination and readiness to become a full-fledged EU member.
Victories on the road to the EU
Among the main victories:
- The law on the implementation of European roaming regulations, which brings us closer to communication without borders.
- Development of digital public services and eIDAS standards that simplify the lives of citizens and businesses.
- Preparing a draft law for the Digital Services Act – new standards for protecting online rights.
- Harmonizing media legislation with EU standards is another step towards a modern European information space.
Roaming like at home – soon
The next goals are to join the Roam like at home policy, align with European cybersecurity standards, and recognize trusted services from the EU.
As for the common roaming area with the EU, after its introduction, Ukrainians will be able to avoid paying additional fees for mobile communications and the Internet in the 27 EU countries. The same conditions will apply to users of European operators in Ukraine. So far, no country outside the EU has joined the Roam like at home policy.
The law on a single roaming area with the EU was adopted by the Verkhovna Rada on May 22 and entered into force on June 20, but it has not yet been put into effect, as the decision to grant Ukraine internal market treatment for EU roaming has not yet been made.
In turn, the regulator approved the Rules for the Application of the Fair Use Policy for the Consumption of Retail Regulated Roaming Services Provided at Domestic Retail Prices by its resolution of August 7. According to these Rules, a roaming service provider in the EU-Ukraine roaming area must provide retail regulated roaming services at domestic retail prices.
