Diia.Osvita gets new tools for librarians

The Ministry of Digital Transformation of Ukraine presents tools for improving digital literacy – a new Digital Competence Framework and a Digitalgrams test for librarians.

To support librarians in their professional development and prepare them for new challenges, a unified standard of digital competencies in the library sector has been created with the support of the United Nations Development Program (UNDP) in Ukraine and funding from Sweden. This will help create an effective system of training and professional development for librarians and help them become mentors in the digital world for library patrons.

Improving the work

The new Digital Competence Framework and the Digital Competence Test for librarians are already available on Diia.Osvita. The introduction of new tools for librarians will help them improve their skills and work more effectively with the needs of modern users.

Thanks to these tools, libraries will be better prepared to support communities in learning digital literacy and using digital resources, which will contribute to the development of a digital society.

“Libraries are spaces for lifelong learning. Here you can choose both a new book and a new educational series on the Diia.Osvita platform. Cooperation with the Ukrainian Library Association has made it possible to create digital education hubs. We have created a digital competence framework for librarians to improve their digital skills and interaction with users,” says Valeria Ionan, Deputy Minister of Digital Transformation for European Integration.

Digital Competency Framework for Librarians

A librarian’s digital competence is the ability to effectively perform professional duties using digital tools and resources. The framework will help librarians assess their level of digital competence, identify knowledge gaps, and identify areas for improvement.

The framework covers 5 digital competence areas, which include 25 competencies and 3 proficiency levels:

  • Search and work with information – the ability to find, evaluate and effectively use digital resources, including online catalogs and databases.
  • Digital communication and collaboration – skills in using digital tools to communicate with users and colleagues, organize online events.
  • Digital content creation and management – the ability to design, create and manage digital products and resources, including websites and social media.
  • Security and data protection – knowledge of the rules for protecting users’ personal data and cybersecurity, protection of library systems and resources.
  • Innovations and digital leadership – skills in using the latest technologies to fulfill professional tasks and introduce innovations in library activities.

The basis is the European conceptual and reference model of digital competencies for citizens DigComp 2.2:1 The Digital Competence Framework for Citizens.

The Digital Skills Test for Librarians is a convenient tool for identifying strengths and gaps in professional digital skills in the field of library services. The test will help to assess the level of digital knowledge and skills, identify areas for improvement, and plan further professional development.

“Employees of libraries and digital education hubs make an invaluable contribution to the development of digital literacy in the country, as they help Ukrainians to master new technologies and develop their digital skills. Therefore, it is important that librarians have up-to-date digital competencies and opportunities to develop them,” said UNDP Resident Representative in Ukraine Jaco Silier.

In his opinion, the Digital Competence Framework and the Digital Curriculum will help librarians in this, as they will tell them exactly what knowledge they need to strengthen in order to be even more effective in their work.

“The Digital Competency Framework and the Digital Curriculum for Librarians will help each librarian to better orient themselves and build an individual educational trajectory for improving digital skills,” adds Oksana Brui, President of the Ukrainian Library Association, Deputy Director General of the Yaroslav Mudryi National Library of Ukraine.
