Ukraine to implement a car customs clearance in Diia

The Ukrainian Parliament received for consideration draft law No. 10380, which provides for the elimination of the human factor from the customs clearance process.

If the draft law is passed, citizens will be able to submit electronic customs declarations through the Diia app, and businesses will be able to submit them through the Diia portal.

What will the draft law change?

The Ministry of Digital Transformation will create a database of the customs value of passenger cars based on customs data. It will contain the customs value of new passenger cars that have been cleared in Ukraine since 2007, with details on the make, model, year of manufacture, engine type and capacity

The entire customs clearance process will be online, and Diia will help you fill out the customs declaration by pulling up information about the car by VIN code.

Remove the corruption factor

“We want to remove the factor of an official from car customs clearance. This is an ideal design for any service we launch. We have submitted an updated draft law, but the key principle remains the same: a person does not decide how much customs clearance will cost,” says Deputy Prime Minister Mykhailo Fedorov.

In his opinion, customs clearance in Diia can be a good example of how customs changes when there is no human factor.

“I am confident that we will be able to bring this project to fruition,” he adds.

The Ministry of Digital Transformation is working on a project supported by the USAID/UK aid Transparency and Accountability in Public Administration and Services (TAPAS) project.
