Ukraine adopted a White Paper for the development of AI

The White paper describes in detail the approach to regulating artificial intelligence in Ukraine.

Thanks to the document, companies will be able to understand how to prepare for future legislation in the field of AI and create products that are safe for citizens.

The developed approach takes into account the interests of all key stakeholders – citizens, business and the state. The main goal is to protect the rights of Ukrainians without stopping the development of innovations. This approach will help Ukrainian companies become more competitive and enter international markets. For the state, this is an opportunity to integrate into the EU by synchronizing its AI legislation with the European one.

“Any sudden moves in terms of innovations can slow down the industry development. That is why we have chosen a soft approach to establishing regulation in Ukraine, which will be based on the bottom-up principle: first, we prepare companies for the requirements, and then we adopt a law analogous to the European AI Act,” says Deputy Minister of Digital Transformation Oleksandr Borniakov.

According to him, at the first preparatory stage, businesses will receive tools from the government that will help them prepare for future legislation in advance.

The tools the government will provide to companies include general and sectoral recommendations for various areas and aspects of AI use: from education and journalism to advice on personal data processing.

In addition to the recommendations, it is planned to create voluntary codes of conduct, a legal aid platform for business, a regulatory sandbox for testing high-tech products for compliance with future requirements, etc.

This white paper was prepared with the support of the United States Agency for International Development under the USAID Cybersecurity of Ukraine’s Critical Infrastructure Project and the Digital Transformation Support Project with the support of USAID and UK Dev.
