The Council of Europe’s AI Committee creates a new tool

The Council of Europe’s Committee on Artificial Intelligence (CAI) has adopted the Methodology for assessing the risks and impacts of artificial intelligence systems from a human rights, democracy and rule of law perspective (HUDERIA Methodology), a first-of-its-kind tool, that provides guidance and a structured approach for assessing the risks and impacts of artificial intelligence systems and aims to support the implementation of the Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law , the first ever international legally binding treaty in this area.

The HUDERIA methodology is specifically designed to protect and promote human rights, democracy, and the rule of law. Both public and private actors can use it to identify and address risks and impacts on human rights, democracy and the rule of law throughout the life cycle of AI systems.

In essence, HUDERIA assesses AI systems in a broader social context, recognizing that AI impacts arise from the complex interplay between technical systems and social structures. The methodology involves, among other things, the creation of a risk mitigation plan to minimize or eliminate identified risks, protecting society from potential harm.

For example, if an artificial intelligence system used in hiring is found to be biased against certain demographic groups, the mitigation plan may include adjusting the algorithm, introducing human oversight, and/or applying other appropriate and sufficient management measures.

The methodology requires regular reassessments to ensure that the AI system continues to operate safely and in a manner compatible with relevant human rights obligations as the context and technology evolve. This approach ensures that the public is protected from risks arising throughout the life cycle of an AI system.

The CAI adopted the HUDERIA Methodology at its 12th plenary session, which took place in Strasbourg on November 26-28. In 2025, it will be complemented by the HUDERIA Model, which will provide a knowledge library of supporting materials and resources, including flexible tools and scalable guidance.
