Ukraine’s Diia portal has expanded the list of claim categories for the International Register of Damages caused by Russian aggression. Government and municipal institutions can now submit claims for expenses related to supporting the affected population and for demining Ukrainian territories.
These claims pertain to damages and expenses resulting from the Russian aggression against Ukraine after February 24, 2022.
New Categories Added
Two new categories — B4 and B5 — have been added to the Register. They are primarily intended for government authorities, local self‑government bodies, state and municipal institutions, and enterprises.
- B4 — State humanitarian expenses for supporting the affected population. Claims can be submitted by institutions that financed aid to people harmed by Russian aggression using state or local budget funds.
- B5 — Demining and clearance of unexploded ordnance. This category covers expenses incurred by government authorities, state and municipal institutions, and enterprises for demining Ukrainian territory using budget funds.

How to Submit a Claim to the Register
Submission is carried out online via the Diia portal. To do this, the head of the institution or an authorized representative must:
- Log in to the Diia portal using an electronic signature.
- Fill out the appropriate claim form and attach supporting documents.
- Sign the claim with an electronic signature and send it to the International Register of Damages.
The head of the institution may also appoint a representative to submit the claim via the “Digital Powers” service at https://diia.gov.ua/services/tsyfrovi-povnovazhennia.
Purpose of the International Register of Damages
The International Register of Damages was created to document claims for losses, damage, and losses inflicted on Ukrainian territory as a result of internationally wrongful acts by the Russian Federation after February 24, 2022.
Importantly, the Register itself is not a mechanism for direct compensation payments. Its purpose is to record the damage sustained and to create a documentary basis for a future international compensation mechanism.
Expanding the categories B4 and B5 allows the state and society’s significant expenditures on overcoming the consequences of war — beyond simply destroyed private property — to be taken into account.

The new categories have practical significance for Ukraine: expenditures on humanitarian aid and demining can amount to huge sums that were previously harder to systematically include in the international damage‑fixing mechanism.
Digitising the process through Diia simplifies document submission and creates a single electronic channel for state and municipal institutions. In the long run, this could help build a far more comprehensive evidentiary base for compensating the damage caused by Russian aggression.
