60-70% of social institutions have Wi-Fi in shelters

School shelters get Wi-Fi access from Ukrtelecom

The Digital Transformation Index of Regions by the Ministry of Digital Transformation has allowed to assess the level of Internet access in social institutions in shelters. According to the study, 71% of secondary education institutions, 67% of preschool education institutions, and 57% of healthcare institutions have Internet access in shelters.

The report notes that during the war, there was a need to connect shelters to high-speed Internet and organize Wi-Fi access in social institutions, including kindergartens, secondary schools, and hospitals.

The average value of the sub-index “Connecting shelters to the Internet, organizing Wi-Fi access” is 0.632 out of a possible 1. As of the end of 2025, the leaders in this sub-index are the following regions: Kharkiv (0.926), Poltava (0.917), and Ternopil (0.916).

Lviv (0.914), Dnipro (0.902), and Volyn (0.870) regions are next in line. Among the regions with the lowest values are Kherson (0.179), Sumy (0.173), and Donetsk (0.118).

The study emphasized the low level of Wi-Fi coverage in the shelters of the partially occupied and frontline regions. At the same time, Kharkiv region, which is subject to constant rocket attacks and many destructions of infrastructure, is the leader among all regions in this indicator, which emphasizes the region’s better position in technological development.

In general, Internet access is provided on average to 71.0% of shelters in secondary education institutions, 67.0% of shelters in preschool education institutions and 57.0% of healthcare institutions.
