Microsoft is streamlining the initial setup experience for Windows 11 devices running on ARM processors. In a bid to reduce the time users spend during the Out-of-Box Experience (OOBE), the company is allowing hardware partners to defer non-critical driver and firmware updates.

Optimizing the First Boot

Previously, all necessary driver and firmware updates were pushed during the OOBE, often leading to extended setup times. Now, Microsoft has informed its hardware partners about a new capability using a specific version of the System Manifest. This manifest is crucial for orchestrating driver and firmware updates on Windows on ARM (WoA) devices.

With this change, manufacturers can opt to only install essential drivers and firmware during the OOBE. Less critical updates, such as minor fixes and improvements, can be handled later through the standard Windows Update mechanism. This move is expected to significantly shorten the OOBE duration, offering a smoother and quicker first-time user experience.

Benefits for Users and Manufacturers

The primary advantage of this optimization is a more user-friendly onboarding process. New device owners will be able to get to their desktop faster, without lengthy update installations hogging the initial setup. For manufacturers, this can translate into fewer support calls related to setup issues and a generally more positive perception of their hardware right out of the box.

By decoupling non-essential updates from the critical initial setup, Microsoft is prioritizing a swift and seamless first encounter with Windows 11 on ARM devices. This aligns with the broader industry trend of minimizing friction in the user journey, especially for new product activations. The existing Windows Update channels remain the preferred method for deploying subsequent updates, ensuring that devices stay current and secure long after the initial setup is complete.

This refinement to the OOBE process is a welcome adjustment, particularly for the growing ecosystem of Windows on ARM devices. It demonstrates Microsoft’s ongoing commitment to enhancing the overall Windows experience, from the very first power-on.
