Ukraine implements the Unified Judicial Information System

The upgrade of the e-court will allow citizens to file lawsuits, receive documents, and review cases online at their convenience. And judges will not have to print piles of paperwork, hold hearings via video conferencing and save time.

The Unified Judicial Information and Telecommunication System (UJITS) is the basis for the digitalization of the judiciary. The Ministry of Digital Transformation and its partners joined in developing the system and conducted an IT audit. We found out what needs to be updated for the eCourt to work more efficiently. A functional audit is currently underway, after which it is planned to launch updated services for citizens.

What will happen

Thanks to the transformation of the electronic court, Ukrainians will be able to:

  • apply to the court online at a convenient time 24/7;
  • receive court decisions in electronic form;
    submit evidence;
  • pay fines, make and return court fees and deposits;
  • file procedural documents and report events;
  • familiarize themselves with the materials of the electronic court case;
  • view open data and registers;
  • analyze court practice and the efficiency of the courts.

The e-Court now offers an electronic cabinet, video conferencing and online document management.

Accessibility in Action

Some services for citizens will be available in a separate e-cabinet, and some will be available in Diia. We are currently working on submitting an electronic enforcement document in a court case to the Automated System of Enforcement Proceedings (ASEP) to enforce a court decision.

For example, to collect alimony from a debtor, there will be no need to look for the address of the appropriate service and go to court. Citizens will send and receive the document automatically, and notifications about all the steps in the case will be sent to Diia.

It should be noted that court notices, court decisions and court fines are already available in Diia.

The services are used by 50,000 court employees and judicial organizations and more than 6.7 million citizens, lawyers, notaries, investigators, and business representatives. The number of court decisions reviewed in 2021-2023 is 16,904,405.

Fighting corruption

e-Court is an important part of the State Anti-Corruption Program for 2023-2025. Its implementation will help minimize corruption risks and make the judiciary more transparent and efficient.

The electronic services and system are being developed by the Ministry of Digital Transformation jointly with the High Council of Justice, the Verkhovna Rada Committee on Legal Policy, and the State Judicial Administration with support from the USAID Pravo-Justice EU Project and CIVITTA consulting company.
