The State Administration for Market Regulation (SAMR) has introduced updated mandatory product certification (3C) implementation rules for mobile power banks, lithium-ion batteries, and battery packs. The revised rules, released on May 25th, have already resulted in the issuance of the first batch of 32 3C certification certificates.
Enhanced Safety Standards
A key update in the new rules is the integration of the mandatory national standard ‘Technical Requirements for Mobile Power Safety’ (GB 47372—2026) as the basis for certification. This significantly strengthens safety testing, particularly concerning critical aspects like extrusion and puncture resistance.
The revised regulations also provide a closer alignment with the manufacturing processes of mobile power banks. They introduce more detailed requirements for the quality assurance capabilities of manufacturing enterprises and the control of product consistency. This ensures that manufacturers maintain high standards throughout the production cycle.
Improved Functionality and User Information
Mobile power banks that achieve 3C certification under the new rules must now incorporate advanced features such as intelligent management, voltage regulation, and abnormal function disabling. These enhancements are designed to significantly improve the overall safety performance of the devices.
Furthermore, product labeling requirements have been expanded. The product body must now clearly display information including the product name, applicable standards, model number, manufacturer, production date, recommended safe usage period, and a unique product code. This makes it easier for consumers to identify and track products.
Crucially, the new rules mandate the inclusion of Chinese safety warning instructions. These warnings will alert consumers to potential risks, such as those associated with dropping or impact, and advise against using devices that show signs of severe swelling. These clear guidelines aim to empower consumers in making informed purchasing decisions and ensuring safe usage.
Timeline and Enforcement
All mobile power bank products manufactured and sold must comply with these new implementation rules and obtain the required certification starting from April 1, 2027. This provides a sufficient transition period for manufacturers to adapt their products and processes.
The SAMR has stated its commitment to the effective implementation of the new rules. The administration will continue to strengthen supervision and management of the 3C certification process. Strict measures will be enforced to combat illegal activities such as fraudulent certifications and the misuse of certificates, ensuring the integrity and reliability of the certification system.
