The landscape of short-form video content is exploding, with a staggering 430,000 micro-dramas released in the first eight months of this year. This figure represents a colossal 13-fold increase compared to the entirety of last year’s output, highlighting a dramatic acceleration in production and consumption.

AI Drives Micro-Drama Boom

A significant factor behind this surge is the widespread adoption of Artificial Intelligence (AI) in the creation process. Reports indicate that AI-generated dramas now account for over 90% of the newly released micro-dramas. AI technology is proving instrumental in reducing production costs, enhancing efficiency, and opening up new avenues for creative expression within the micro-drama genre.

However, this rapid AI integration is not without its challenges. Concerns regarding intellectual property rights protection and the overall quality of content are becoming increasingly prominent as the industry navigates this new frontier. The authorities are emphasizing that while AI offers powerful tools, human creativity remains the cornerstone of content production. Ensuring the quality of AI-generated content is paramount, especially given its rapid development and high prevalence.

Balancing AI Innovation with Human-Centric Content

Recognizing the dual nature of this trend, regulators are advocating for a balanced approach. “Real-person dramas are the main force of quality creation, and they must be vigorously supported,” a statement from the press conference highlighted. Efforts are underway to implement a ‘Quality Micro-Drama Creation and Dissemination Plan,’ which includes guiding platforms to establish dedicated sections for ‘real-person dramas’ and offering financial incentives to foster high-quality productions. The goal is to ensure that compelling stories find a market and receive due rewards.

For AI-generated dramas, the focus is on encouraging innovation while simultaneously establishing clear guidelines and ethical boundaries. A key requirement is that AI dramas must be clearly labeled, and platforms are urged to strictly adhere to licensing agreements for image and voice usage. A comprehensive, end-to-end oversight process is being implemented to manage these productions effectively.

Regulatory Framework Strengthened

In response to the evolving market and potential issues, China’s National Radio and Television Administration (NRTA) officially implemented the ‘Measures for the Administration of Micro-Drama Development’ on September 1. This marks the first dedicated departmental regulation for the micro-drama sector, carrying a higher legal authority than previous industry guidelines.

The new regulations establish a tiered management system based on investment and thematic content, categorizing micro-dramas into three levels: Type I, Type II, and Type III. Each category will have distinct requirements for filing and review processes, with classification standards to be set and dynamically adjusted by the NRTA in line with industry developments.

Accompanying these measures is the introduction of a ‘Unified Micro-Drama Identifier.’ Inspired by the moss flower, this distinctive red label with a gold emblem will appear at the beginning of Type I micro-dramas for three seconds. Furthermore, the moss flower icon will be consistently displayed in the upper right corner of every episode, serving as a clear marker for audiences.

Industry Cleanup and Future Outlook

This year, regulatory bodies have intensified their focus on problematic content, specifically targeting harmful, vulgar, child-inappropriate, and pirated material. As a result, 68,000 non-compliant micro-dramas have been removed from online platforms. Platforms bear the primary responsibility for content moderation, and continuous efforts are being made to ensure a cleaner and healthier industry ecosystem.

With over 800 million users reportedly engaging with micro-dramas and the market size projected to exceed 100 billion yuan by 2025, the sector’s growth trajectory is undeniable. The infusion of AI presents both unprecedented opportunities and significant responsibilities, shaping a dynamic future for short-form video storytelling.
