CDTOs in regional administrations accelerate digitalization

Digitalization of regions is one of the main components of Ukraine’s transformation. To accelerate changes in this direction, the Ministry of Digital Transformation has introduced new positions in regional state (military) administrations – deputy heads of digital development, digital transformation and digitalization (CDTO).

210 projects

Over four years, CDTOs have successfully implemented more than 210 unique cross-sectoral projects. This made it possible to implement regional digitalization initiatives in different regions of Ukraine:

  • more than 40 projects to provide institutions with the necessary equipment, including routers for communication in shelters, 60 mobile suitcases for administrative services in remote settlements, solar panels and generators for ASCs;
  • more than 30 initiatives to implement electronic services, including a veteran’s office on the Dopomoga Zakarpattya web portal, an electronic queue at the ASC, telegram channels for job search, electronic appeals, petitions, consultations in local communities, and missile threat notifications via the Shosha Letyut telegram bot;
  • about 25 public service projects, such as a comprehensive I am a veteran service at the ASC in Dnipropetrovs’k region, opening of Diia.Centers in communities, digital educational hubs for distance learning, and an electronic ticket for suburban and intercity bus routes in Lviv region;
  • More than 23 initiatives in the field of information systems. Analytical portals in Volyn, Rivne and Poltava regions. There is also a web portal Dopomoga Zakarpattya, a web portal of local statistics in Lviv region, and an interactive map of radiation background in Cherkasy region.

“Our goal is to build the most convenient digital state in the world. This is impossible without citizens who are actively involved in the transformation process and are ready to implement the initiatives of the Ministry of Digital Transformation on the ground. That is why we have introduced the position of CDTO to cover all levels of digital transformation, from national to regional. Together, we have managed to implement more than 200 unique projects in 4 years. All of them are the result of the hard work of each of the digital leaders on the ground,” said Valeriia Ionan, Deputy Minister of Digital Transformation for European Integration.

Best projects

The leaders in the implementation of digital transformation projects in the region are Dnipro region (54 projects), Cherkasy region (24), and Zakarpattia region (21).

Among the important projects for 2023:

  • “I am a veteran” in Dnipropetrovska oblast. The project helps veterans and their family members to apply for more than 100 veteran services at the ASC on a one-stop shop basis.
  • “Energy independence systems of ASCs”. 8 ASCs in Volyn and 4 ASCs in Chernihiv received solar panels.
  • “Digital Laboratory of the Poltava Museum of Local Lore. To preserve and popularize the museum’s collection, we digitized items in 2D and 3D, and created more than 650 electronic descriptions.
  • “The Local Statistics Portal in Lviv is a public online platform with key indicators of the region’s vital activity by community and district.
  • Strengthening cyber defense for the Kyiv Regional Military Administration.

It is worth reminding that the role of CDTOs is not limited to the introduction of popular e-services or the development of a digital state. CDTOs are managers of the development of their regions and communities. That is why, in the fall of 2023, the Ministry of Digital Transformation launched a national project to train digital transformation leaders – CDTO Campus. Its goal is to provide the state with qualified specialists to implement digital reforms, as well as to train and support civil servants working in the field of digital transformation.
