The Diia.Engine platform is an innovative solution that will help ministries and government agencies to easily create and manage registries. This will allow for the orderly and secure storage of data in registers, automation and digitization of public services, which will accelerate the launch of online services and digitalization in general.

To get a service in Diia, you just need to make a few clicks. But this is just the tip of the iceberg. Behind each service are registries and data exchange between them. This is the basis for creating a digital state. Diia.Engine is a tool that will allow you to create and manage registries.

This was stated by Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology. According to him, the cost of development on the platform is half as much as a conventional one. The development time is two to three times faster.

“Currently, 50 registries are being developed on the Diia.Engine platform. Some of them are already working, others are under development and will be ready in the near future,” added Fedorov.

One of the well-known registers developed with the help of Diia.Engine is the Register of Damaged and Destroyed Property. Today, the register contains more than 520 thousand reports from Ukrainians. It became the basis for the launch of the comprehensive eRestoration program, which is the foundation of Ukraine’s transparent reconstruction. Thanks to the registry, Ukrainians can receive a unique and technically complex service in a few clicks.

Security of registries

“Every fifth cyberattack by Russian hackers targets government agencies. We have no right to allow such attacks to succeed. And we cannot allow fears about the security of systems to stop our development, to stop the development of digital society and the introduction of new services. That is why the state has created a space where state databases will be protected. By declaring a course for digitalization, we also provide a tool for implementing this digitalization in an open, transparent and secure manner,” said Yuriy Shchyhol, Head of the State Service of Special Communications and Information Protection of Ukraine.

There are more than 400 state registers in Ukraine. Many of them are technologically outdated and vulnerable to cyberattacks. Some are still stored in paper form or in Excel spreadsheets. Such registers cannot exchange data with other systems. This makes it impossible to launch many digital services and develop a digital state. The Diia.Engine platform is a system solution that changes the approach to creating and managing registries.

Simplification

The Diia.Engine platform allows government agencies to develop registries of various levels of complexity using simple tools and automate public services and databases. This does not require large teams and, accordingly, a budget to pay for their work. Developers are trained and consulted on how to use the functionality.

Currently, 20 ministries and central executive bodies use the Diia.Engine platform to create more than 50 registers and more than 100 public services. In particular, more than 20 registers are being developed as part of projects implemented by the German government company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German government.

The development of these registers is supported by the Eastern Europe Foundation. Most of them are being created from scratch, as previously data collection was either outdated or not conducted at all. Accordingly, it was impossible to analyze the data and establish potential data exchange.
