A new wave of phishing scams targeting vehicle owners through deceptive text messages about their ETC (Electronic Toll Collection) services has been exposed by CCTV News. These fraudulent messages falsely claim that a vehicle’s ETC service has been “deactivated,” is undergoing “update and upgrade,” or has “certification invalidity.” The messages then urge recipients to click on provided links to resolve these supposed issues.

Phishing Trap Revealed

CCTV News has identified these SMS messages as a deliberate trap set by criminals. The suspicious links typically lead to fake phishing websites designed to steal sensitive personal information, including bank card numbers, passwords, and identity card details. Authorities are warning the public to exercise extreme caution and avoid clicking on any suspicious links.

How to Verify ETC Status Safely

For vehicle owners concerned about their ETC status, reliable verification methods are available. It is recommended to use the official “交管 12123” App or call the official ETC customer service hotline. The unified national ETC service hotline is 95022.

Regarding payment, common ETC accounts (specifically, the account-based card type) are linked to bank debit cards or corporate accounts. Toll fees are directly deducted from these linked accounts. Therefore, individuals can also verify their ETC toll records and statements through legitimate channels, such as official banking mobile apps.

Official Guidance on ETC Communications

Multiple local transportation departments have clarified that official SMS notifications from ETC backend systems typically do not contain any external links. For instance, the Chongqing Municipal Transportation Commission previously advised that official ETC SMS messages originate from the number 106910526512122 and cautioned drivers against clicking links in unsolicited messages.

The national unified ETC service hotline is confirmed as 95022. For example, in Hubei Province, while 95022 serves as the official contact for ETC-related inquiries, the number 12122 is designated for electronic invoice business consultations.

The “交管 12123” App is the mobile client for the Ministry of Public Security’s Internet Traffic Safety Comprehensive Service Management Platform (website domain: 122.gov.cn). This platform, developed by the Ministry of Public Security and operated by local traffic management departments, offers services such as handling traffic management business, appointments, information notifications, and inquiries for road users. Services are also accessible via the platform’s website and the 12123 voice number. SMS services from this platform use numbers formatted as “12123 + two digits for province code + two digits for city order code.”.

Police Warning on Scam Tactics

Public security departments have previously issued warnings about these types of scam messages. They often originate from unfamiliar numbers, including those starting with “00” or “+”. Drivers are strongly advised to contact their ETC service provider directly to verify any information received via SMS or phone calls. It is crucial not to trust unsolicited communications from unknown sources and to refrain from clicking on dubious links. Furthermore, individuals should safeguard their personal information, bank card details, passwords, and verification codes. In the unfortunate event of falling victim to such a scam, reporting to the police immediately is recommended.
