The initiatives were announced today at a press conference by the State Council Information Office, as part of a series focusing on the initial steps of the “15th Five-Year Plan” period.
Key Employment Actions Announced
The comprehensive plan includes five key actions:
- AI-Driven Employment Action: This initiative specifically addresses how to foster job growth in sectors influenced and transformed by artificial intelligence.
- “Skills Light Up the Future” Training Action: Focused on enhancing the skills of the workforce, this program aims to equip individuals with the competencies needed for current and future job markets.
- Migrant Worker Employment Promotion Action: This action targets the critical group of migrant workers, seeking to improve their employment opportunities and stability.
- High-Quality Public Employment Services Supply Action: This initiative emphasizes the provision of enhanced and more effective public services to support job seekers and employers.
- “Human Resources Services +” Integrated Development Action: This plan seeks to foster synergistic growth by integrating human resources services with other development areas.
Context and Background
This announcement builds upon earlier efforts by China’s Ministry of Human Resources and Social Security. As far back as January of this year, the ministry had signaled its intention to implement measures to stabilize and expand employment, improve quality, and provide targeted support for key industries. A particular focus was placed on developing policies to mitigate the impact of AI on the job market.
Furthermore, the ministry had outlined plans to strengthen employment support for key demographics, including university graduates and young people. This included issuing relevant documents and developing opinions on establishing an integrated urban-rural employment system. The government also committed to establishing a normalized employment assistance mechanism to prevent a return to poverty.
The proactive approach underscores China’s commitment to ensuring a stable and growing labor market amidst rapid technological advancements.
