Authorities in Shandong, China, have cracked a major case involving the infringement of citizens’ personal information, dismantling two criminal groups and apprehending 28 individuals. The operation uncovered the illegal acquisition and trafficking of over 40 million personal data records, with illicit transactions amounting to more than 6 million yuan (approximately $820,000 USD).
Investigation Uncovers Extensive Data Trafficking Ring
The investigation began in May 2026 when cybersecurity police in Tengzhou, Zaozhuang, discovered that an individual identified as Ma had been systematically purchasing large volumes of personal data through illicit channels. This data was reportedly being used for telemarketing purposes, specifically targeting individuals for loan applications, thereby infringing upon the public’s legitimate rights and interests.
Further investigation revealed that Ma had organized a significant operation involving numerous individuals to illegally obtain and resell personal information on a large scale. The groups established a sophisticated criminal chain encompassing data acquisition, organization, distribution, and monetization. The scope of their operations was extensive, involving a massive quantity of data and posing a severe threat to social stability and public safety.
Following the thorough investigation, police coordinated efforts across multiple locations to arrest all 28 individuals involved and dismantle the criminal organization responsible for infringing upon citizens’ personal information.
Public Urged to Protect Personal Data
Law enforcement agencies have issued a stern warning regarding the severe consequences of personal information leakage. Such breaches can easily lead to various crimes, including telecommunications fraud, targeted harassment, and online extortion, posing a significant threat to citizens’ financial security and social order.
The public is strongly advised to enhance their awareness of potential risks, carefully safeguard their private information, and refrain from disclosing personal details unnecessarily. Citizens who discover instances of information leakage or come across related illegal activities are urged to report them to the police promptly.
According to China’s Criminal Law, Article 253 (1), the crime of infringing upon citizens’ personal information can result in a maximum sentence of seven years imprisonment and a fine. Furthermore, Article 10 of the Personal Information Protection Law of the People’s Republic of China stipulates that no organization or individual shall illegally collect, use, process, or transmit the personal information of others, nor shall they illegally buy, sell, provide, or disclose such information.
