China’s National Development and Reform Commission (NDRC) is actively supporting the nation’s burgeoning new energy vehicle (NEV) sector, with a particular focus on fostering innovation, enhancing product safety, and encouraging strategic consolidation among major automotive groups. The commission aims to steer the industry away from homogeneous competition and towards higher quality development.
Driving Innovation and Technological Advancement
At a recent press conference held by the Ministry of Industry and Information Technology (MIIT), Shao Ji, deputy director of the NDRC’s Industrial Development Department, highlighted the significant progress in China’s NEV sector. However, he also acknowledged that the industry is still evolving, with the potential for disruptive technologies to emerge. Areas such as product quality, safety, and resource recycling present opportunities for further improvement.
To address these, the NDRC, in collaboration with other government bodies, will prioritize technological innovation to continuously upgrade the industry. Key initiatives include:
- Strengthening Departmental Synergy: Enhancing research and development application by supporting core enterprises in collaborative efforts across the industrial chain. This focus is on cutting-edge fields like new electronic and electrical architectures, all-solid-state batteries, automotive operating systems, and intelligent driving. The goal is to accelerate breakthroughs in common, fundamental, and frontier technologies crucial for the industry’s long-term development. The NDRC will also work with MIIT and other departments on pilot programs for intelligent connected vehicle access and support the development of pilot testing and validation capabilities to speed up the application of innovative outcomes.
Enhancing Product Quality and Safety
The NDRC is committed to leading the industry through robust standards, significantly improving product quality and safety performance. Mandatory standards, such as the “Safety Requirements for Traction Battery Systems of Electric Vehicles” implemented in July, have already raised safety benchmarks for power batteries.
Moving forward, the commission will collaborate with relevant departments to refine the standard system, addressing societal concerns regarding power battery thermal runaway and the safety of driver-assistance systems. By encouraging leading enterprises to participate actively in standard formulation and revision, and by strengthening supervision over product consistency, the NDRC aims to ensure consumers can purchase and use NEVs with confidence.
Promoting Organizational Innovation and Consolidation
A key strategy for enhancing the industry’s development quality and efficiency is through organizational innovation. The NDRC will actively support large enterprise groups in undertaking reforms, promoting mergers and acquisitions through market-oriented and law-based approaches. This is intended to help leading enterprises effectively integrate R&D and production resources, thereby avoiding redundant competition in product design and technological development.
Furthermore, the NDRC encourages all types of enterprises to leverage their unique strengths and focus on specific market segments. This approach aims to foster a differentiated competitive landscape, facilitating the industry’s transition from scale expansion to quality improvement and efficiency enhancement.
Deepening International Cooperation for Mutual Benefit
China remains committed to opening up its automotive sector and promoting win-win cooperation on a global scale. The NDRC encourages deeper collaboration between domestic and international enterprises in areas such as technology R&D, standard setting, and supply chain coordination.
The commission supports foreign-funded enterprises in further investing in the Chinese market, sharing in the advantages of China’s complete industrial chain. It also encourages Sino-foreign partnerships to jointly develop NEV models for the global market.
