Defense AI Center «A1» Manual: Data, R&D, and the Asymmetric Advantage

On April 1, 2026, Danylo Tsvok, the newly appointed head of the Defense AI Center «A1», detailed the operational roadmap for Ukraine’s first specialized military AI hub. Supported by the UK government, «A1» is designed to be the “fast-track” engine for battlefield innovation, turning raw combat data into actionable intelligence.

The Mission: Beyond Chatbots to Battle Systems

According to Tsvok, the center’s primary objective is to create an asymmetric advantage through three operational pillars:

  1. In-house Development: Building proprietary AI tools specifically for the Ministry of Defense’s internal and combat needs.

  2. Applied Research (R&D): Rapidly testing AI models in active combat zones to shorten the innovation cycle from months to weeks.

  3. Data Sovereignty: Establishing strict standards for the collection, protection, and utilization of legitimate combat data to train next-generation autonomous systems.

“Ukraine has become a unique environment where AI solutions can be verified in real-world conditions faster than anywhere else on earth,” Tsvok stated in an interview with 24 Channel.

The «A1» Operational Framework

Focus Area Objective Implementation
Battlefield Prediction Forecasting enemy maneuvers AI-driven analysis of SIGINT and drone feeds.
Autonomous Ops Reducing human exposure Development of GPS-independent drone algorithms.
Data Standardization High-quality training sets Cleaning and securing legitimate defense data.
Business Synergy Integrating private sector Open partnership for UA and international tech firms.

Why «A1» is the “Brain” of the Network

As the first of several planned competence centers, «A1» acts as the central intelligence hub. While future centers will focus on specific hardware (Drones, Artillery, EW), «A1» provides the underlying AI infrastructure and data processing standards that all other units will utilize.

Xpert Take: The Birth of “Combat Data-as-a-Service”

By focusing on data quality and standardization, Danylo Tsvok is essentially building the world’s most valuable military dataset. For global tech partners, the message is clear: Ukraine is the premier destination for testing defense AI. The «A1» center isn’t just fighting a war; it is setting the global standards for 21st-century security.
