Digitalization of recovery is one of the priorities of the Ministry of Digital Transformation. Since the first month of the full-scale invasion, the team has added the ability to send a message about damaged or destroyed property to Diia. Over 535 thousand reports have been submitted since then. All the information received is stored in the Register of Damaged and Destroyed Property, which has become the foundation for the digitalization of Ukraine’s reconstruction.
Since May, the eRestoration program has been launched, allowing Ukrainians to receive funds for housing repairs or compensation for property destroyed during the hostilities. Mykhailo Fedorov, Vice Prime Minister for Innovation, Education, Science and Technology Development and Minister of Digital Transformation, spoke about the digitalization of reconstruction and technology at the front during the telethon.
“eRestoration is one of the most complex services we have launched. A person submits an application to Diia, and at the same time, data is checked against many registers. Then the information is processed, stored, and logged with an electronic signature. This is a whole digital ecosystem – from the Register of Damaged and Destroyed Property to the ability to submit an application through Diia. In total, 50 thousand Ukrainians have already applied for funds for housing repairs. 19.3 thousand of them have received payments in the amount of UAH 1.5 billion. We have also received 4.2 thousand applications for compensation for destroyed property,” noted Mykhailo Fedorov.
The Vice Prime Minister said that the team of the Ministry of Digital Transformation is constantly working to improve and simplify the provision of services. We are also analyzing what should be changed by law or regulation to make services even more convenient for Ukrainians and to make all processes clear and transparent.
In general, the digitalization of construction began in 2019 and has shown an anti-corruption effect. Thanks to the implementation of the e-system in the construction sector, the state saves UAH 3 billion annually. To improve the digitalization of the construction sector, the Ministry of Reconstruction and Development developed draft law 5655. It improves digital services that have proven themselves.
In addition, Mykhailo Fedorov spoke about the use of drones at the front, operator training, and the effectiveness of the UAV strike companies of the Drone Army.
“This week we received 5 thousand FPV drones from Operation Unity. This is a joint fundraising effort by UNITED24, the Come Back Alive Foundation and monobank, which raised UAH 235 million. All drones arrive at the front with ammunition, so each drone is ready for use. Another 5 thousand drones from this batch will arrive very soon,” said Mykhailo Fedorov.
