This is a significant achievement for Ukraine, underscoring our status as one of Europe’s leading digital hubs. Jumping 14 places in such a prestigious ranking as the Government AI Readiness Index 2025 demonstrates the state’s systematic work on implementing technologies of the future.
“Despite the war, Ukraine has made a big leap forward and climbed 14 positions. We ranked 40th out of 195 countries and are now among the leaders in AI development in Eastern Europe,” says First Deputy Prime Minister Mykhailo Fedorov.

Ukraine in figures: global context
The figures in certain categories are particularly striking:

99.63% — the level of digitization of public services (effectively an absolute indicator).

92.25% — adaptation of legislation to international AI standards.
Interestingly, Ukraine is demonstrating better progress in terms of the readiness of public data and services than some traditional leaders, such as the US and the UK.

Key drivers of success over the past year
An important factor was the launch of the WINWIN AI Center of Excellence, which coordinates the development of technology in the country. In a short period of time, it was possible to implement:

Dія.AI is the world’s first national AI assistant integrated into a government portal.

National LLM. Started developing our own large language model, which is super important for digital sovereignty and working with the Ukrainian language.

AI Factory – creating infrastructure for data processing and model training.

Sandbox is a special regulatory environment where developers can test AI products without the risk of violating complex legal regulations during the development stage.
Defense Tech
Military aggression has forced Ukraine to become a testing ground for the most advanced AI solutions. Artificial intelligence is actively used for:

Analysis of satellite images and target recognition.

Autonomous control of drones and electronic warfare systems.

Forecasting and logistics in combat conditions.

Plan until 2030
The ambitious goal of the Ministry of Digital Transformation is to become one of the top three global leaders in the implementation of AI in the public sector. To this end, an AI Development Strategy until 2030 has been developed, which provides for the full integration of technology into education (the Mriya project), medicine, and justice.
“Soon, there will be even more ambitious results. By the end of the year, we will present AI assistants in the Diia ecosystem projects. And later, we will present the AI Development Strategy until 2030, launch an AI assistant in the Diia app, and present a national language model,” adds Fedorov.
