Open data is the foundation for building a democratic state and the key to transparent and effective post-war reconstruction. Therefore, the development of this area is one of the main priorities of the Ministry of Digital Transformation of Ukraine.
In three years, Ukraine has risen from 17th place to second place in Europe in terms of open data development. The team of the Ministry presented the results of its work at the first workshop for information administrators of EU countries in the capital of Slovenia.
The event was dedicated to the updated EU legislation on open data. Ukraine, as an EU candidate, is working on implementing these norms in its legislation.
At the workshop, representatives of the Ministry of DT presented to delegates from more than 20 EU countries the results of a study of the compliance of Ukrainian legislation with the European one in the field of open data, namely:
- Development of open data in Ukraine;
- What are the challenges facing the open data sector in connection with the war and how Ukraine is overcoming them;
- How Ukraine will implement EU legal standards on data circulation.

The Ministry of Digital Transformation is developing the study with the support of the USAID/UK aid Transparency and Accountability in Public Administration and Services (TAPAS) project and the East Europe Foundation. The workshop was organized with the assistance of the Ministry of Justice, the European Parliament Office in Slovenia, and Data.europa.eu.
