Ukraine Gains Access to EU Cybersecurity Reserve

Mykhailo Fedorov, Ukraine’s Deputy Prime Minister for Innovation, has signed crucial amendments to the Agreement on Ukraine’s participation in the EU’s “Digital Europe” program (2021–2027). Roberto Viola, Director-General of the European Commission’s Directorate-General for Communications Networks, Content and Technology (Connect), co-signed the amendments for the EU.

This pivotal agreement grants Ukraine access to the EU Cybersecurity Reserve, a cornerstone initiative within the EU Cyber Solidarity Act designed to enhance digital security across the bloc.

“The war continues across various domains, including cyberspace. Every day, the enemy attempts to attack our state systems, critical infrastructure, and more,” stated Mykhailo Fedorov. “Strengthening cooperation with the EU through the Cybersecurity Reserve will provide Ukraine with swift operational support from certified European experts for protection, attack deterrence, and rapid recovery. This marks another significant step towards digital integration with Europe and bolstering our cyber resilience. I extend my gratitude to the European Union for its trust and consistent support.”

This new access means that should Ukraine face severe cyberattacks on vital infrastructure—such as government information systems, websites, power grids, or other critical facilities—it can immediately draw upon a network of certified EU cybersecurity experts. These experts can intervene quickly to help halt attacks, safeguard sensitive information, and restore system operations. This capability will significantly enhance Ukraine’s capacity to counter cyber threats, facilitate faster recovery from large-scale cyber incidents, and ensure more stable functioning of essential services.

Ultimately, this collaboration with the EU’s Cybersecurity Reserve will not only reinforce Ukraine’s national security but also help protect the digital services that millions of Ukrainians rely on daily.
