Government prioritizes operators’ facilities during outages

The Cabinet of Ministers of Ukraine has amended Resolution No. 600 to include electronic communications equipment in the list of facilities that are provided with priority power supply during power outages.

The new paragraphs of clause 30 of the Procedure clarify that the list of critical facilities that must be provided with priority electricity supply in accordance with the established minimum load includes consumer facilities, namely:

  • “objects of security and defense forces according to the lists determined by such bodies or central executive authorities that manage military formations established in accordance with the laws of Ukraine;
  • technical means of electronic communications and/or facilities of electronic communications networks according to the lists determined by the National Center for Operational and Technical Management of Telecommunications Networks.”

The National Center for Operational and Technical Management of Telecommunications Networks will compile the lists of such technical means. They will include key facilities of operators whose continuous operation is critical for providing communications to entire regions during blackouts.

This is an important measure to stabilize the resilience and improve the reliability of communication networks across the country. However, these changes do not relieve operators of their obligation to provide electronic communications infrastructure with generators and batteries.
