EU Probes TikTok’s Algorithm for Harmful Content

The European Union has taken a significant step in scrutinizing TikTok’s operations, with preliminary findings suggesting the popular video-sharing platform may be in violation of the Digital Services Act (DSA).

EU Flags TikTok’s ‘For You’ Feed Algorithm

According to a report by the Associated Press, the European Commission’s initial investigation has pinpointed TikTok’s personalized recommendation algorithm as a primary concern. The EU’s regulatory body contends that the platform’s ‘For You’ feed continuously serves users with an uninterrupted stream of personalized videos. Crucially, this stream allegedly includes content that the EU believes could be detrimental to users’ mental health and body image.

Calls for Algorithm Reform and User Control

The European Commission has formally stated that TikTok must redesign its ‘For You’ feed algorithm. The core demand is to grant users greater autonomy in controlling the content they are recommended, particularly when they wish to opt out of specific types of videos. Regulators are concerned that the platform’s current mechanism fails to adequately assess how its recommendation engine might draw users into what is described as a ‘rabbit hole effect,’ potentially leading to harmful psychological outcomes.

Even when certain videos are flagged for potentially triggering negative mental health responses—such as content related to dieting or psychological distress—the algorithm reportedly continues to push similar material. This is based on users’ past viewing habits and engagement history, such as likes and watch time.

TikTok Denies Allegations, Cites Commitment to Safety

TikTok has vehemently rejected the EU’s preliminary findings, issuing a statement that labels the investigation results as “fundamentally incorrect” and a misrepresentation of the platform’s architecture and its dedication to user safety.

“We have a strong track record of protecting our community while providing intuitive, direct control over content experiences for users,” a TikTok spokesperson stated.

Despite the EU’s preliminary conclusions, TikTok retains the right to submit its defense before a final ruling is made. Should the platform be found in violation of the DSA, it could face substantial financial penalties, potentially reaching up to 6% of its total global annual revenue.

Effectiveness of Existing Tools Questioned

While TikTok has implemented features like an ‘I don’t like this’ button to mitigate the ‘rabbit hole effect,’ the EU Commission remains unconvinced of their efficacy. The regulators argue that these tools have proven to be minimally effective in reducing the frequency of harmful content recommendations.

Key Demands for ‘For You’ Mechanism Overhaul

The European regulatory body has laid out specific requirements for TikTok’s ‘For You’ recommendation mechanism. These include:

  • Increasing the weighting of users’ ‘explicit preferences’ in content recommendations.
  • Ceasing the use of watch time as a core metric for driving recommendations.
  • Enhancing the usability and accessibility of user control tools.

This development underscores the growing global scrutiny of social media algorithms and their potential impact on user well-being, signaling a new era of digital service regulation in the EU.
