EU and Ukraine Summarize the Results of the EU4DigitalUA

The Ministry of Digital Transformation of Ukraine reports on the successful completion of the EU4DigitalUA programme, which was funded by the European Union.

The EU4DigitalUA programme, which spanned five years, served as a powerful tool to support Ukraine on its path to building “the most convenient digital state in the world” and integrating into the EU.

The EU4DigitalUA project was implemented jointly with the European Union and the Foundation for Internationalization of Public Administrations of Spain (FIAP).

Main Goal and Impact

The project became a “powerful driver of digital transformation” in Ukraine, helping to:

  • Strengthen state institutions.
  • Develop digital skills among Ukrainians.
  • Increase the level of digitalization in the state.
  • Promote Ukraine’s European integration.

Ukraine Gains Access to EU Cybersecurity Reserve

Funding and Implementers

The programme’s budget amounted to €20.5 million. Funding was provided by the European Union.

Joint implementation:

  • FIAP (Foundation for Internationalization of Public Administrations, Spain).
  • eGA (e-Governance Academy, Estonia).

EU4DigitalUA is a continuation of the EGOV4UKRAINE project (2016-2021) within the framework of the U-LEAD with Europe programme.

Specific Achievements and Initiatives

Thanks to the support of EU4DigitalUA, dozens of initiatives covering key areas of the digital state were implemented:

Digital Services and Diia Promotion of new services in “Diia”: Diia.Signature, uResidency, e-Entrepreneur, Diia.Engine.
Digital Skills and Education Creation of educational series on the Diia.Osvita platform. The “Updated Informatics – IT-Studios” project.
Personnel Training of hundreds of civil servants within the CDTO Campus.
Legislation and Standards Development of a new Law on Personal Data Protection.
Promotion and Communications Conducting 15+ national information campaigns covering over 34 million citizens. Support for three Diia Summits.
Infrastructure 5G development. Support for digital governance infrastructure, cybersecurity, and data protection.

The Power of Partnership

Vice Prime Minister Mykhailo Fedorov emphasized that “the strongest results are born in cooperation” and expressed gratitude for the systemic support of digital solutions:

“We continue to build the most convenient digital state in the world. And this is possible thanks to our partners.”

In turn, Asier Santillan Luzuriaga, Head of Unit at the EU Delegation to Ukraine, stressed that the EU is proud of the partnership that has strengthened state institutions, improved citizens’ digital skills, and increased confidence in e-governance:

“Ukraine’s achievements demonstrate the power of partnership and how common European values and standards can bring tangible benefits to citizens.”

The EU4DigitalUA programme has become a powerful example of international assistance aimed at the transformation of public administration and the implementation of European standards in Ukraine.
